Inputs: bug_kb\BUG_KB.jsonl or BUG_KB.json, _patches\SCRIPT_PATCH_HISTORY.txt, rules/*, indices/*, latest snapshots/snapshot_*.json, VERSIONS_REGISTRY.txt.
Mechanics: all generator scripts call scripts\lib\Assert-BootpackFresh_v1.1.ps1 -AutoExport.
If sources newer: auto-export BOOTPACK.TXT and create _NEED_SEND.flag; user must paste BOOTPACK.TXT in chat.
Missing KB or Patch => hard block.
Compliance: enforced with existing guards.
